From July 1, 2020, the production, import, wholesale and retail sale of unmarked footwear is prohibited. It becomes mandatory for market participants to transfer information about a product that is put into circulation to the "Honest Mark" marking system.
All participants in the turnover are involved in the labeling process: manufacturers, importers of footwear, retailers and wholesalers.
Shoe goods, according to the Methodological Recommendations approved by the Ministry of Industry and Trade of the Russian Federation on 03.09.2018, include products from the Obuv product group. It includes various types of footwear, including galoshes and safety shoes. Parameters such as style and size, purpose, method of production or materials from which the shoes are made, do not matter within the framework of the marking.
Market participants were initially allotted a certain period to carry out labeling of residues and start a full-fledged circulation of only labeled goods. Each market participant must connect to the Honest Mark labeling system, learn how to receive labeling codes and label all shoe products.
The introduction of shoe labeling involves three big steps:
1st stage. From July 1, 2020 - the start of compulsory shoe labeling.
That is, since July 1, the production and import of unmarked footwear, as well as the wholesale and retail sale of unmarked footwear, are prohibited. It becomes necessary to transfer information about production, imports, wholesale and retail sales to the "Honest mark" marking system.
2nd stage. From August 1, without marking, it becomes impossible to import goods purchased before July 1, 2020.
Such goods must be marked strictly before August 1, 2020.
